# Issuer decline

A refusal by the bank that issued the customer’s card, not by the merchant’s terminal or acquirer. Common on unusually large or unusually located transactions, where the issuer is querying whether the cardholder is really the one spending. Neither the merchant nor the acquirer can overrule it; the resolution is the cardholder contacting their own bank.

## Why it matters to a merchant

Worth separating from "the terminal failed", because the two get one response from staff and deserve two. A decline the issuer made is not something the merchant or their provider can override, and the fastest path is the cardholder contacting their bank. It shows up most in high-ticket and unfamiliar-country combinations, which is why some trades see it constantly and others never do.
